सवाल या प्रतिरोध की आवाज़ उठाने से पहले ‘जेल डेबिट कार्ड’ अनिवार्य किया जाए

माननीय,

भारतवर्ष में माननीय की कमी नहीं है, इसलिए स्पष्ट करना जरूरी नहीं है कि इस पत्र में माननीय कौन है. अपनी सुविधानुसार कोई भी माननीय मान सकता है कि यह पत्र उन्हें संबोधित है. आप अदालत भी हो सकते हैं, आप सरकार भी हो सकते हैं, आप आम नागरिक भी हो सकते हैं.

जिस तरह से आए दिन ट्विटर पर किसी को भी जेल भेजने का अभियान चलाया जाता है और आगे चलकर उसे जेल भेज भी दिया जाता है, अब यह मुमकिन है कि ट्विटर पर कभी भी अभियान चलाकर किसी को भी जेल भेजा जा सकता है.
पत्रकारिता के पेशे में, जो भी पत्रकारिता कर रहा है, वह इस आशंका का शिकार है कि कभी भी जेल भेजा जा सकता है. वो नहीं तो उसका मित्र जेल में डाला जा सकता है. उसकी नौकरी जा सकती है, उस पर हमला हो सकता है. पत्रकार अवसाद के शिकार हो रहे हैं. जब जेल जाना ही नियति है तो क्यों न मेरा आइडिया आजमा कर देखा जाए.

माननीय, आप अपनी तरफ से एक जेल डेबिट कार्ड की व्यवस्था लागू कर दीजिए. लोग ख़ुद ही जेल जाकर इस डेबिट कार्ड में जेल क्रेडिट करेंगे. यानी ख़ुद से एक साल जेल में रहेंगे, जेल की यातनाएं सहेंगे और उसे जेल डेबिट कार्ड में क्रेडिट करा देंगे.

वैसे भी किसी भी बात पर जेल भेज दिए जाने की आशंका में जीना एक तरह से जेल में ही जीना है. तो ऐसे हालात में अदालत या सरकार एक व्यवस्था कर दे. जो लोग ख़ुद से जेल जाना चाहते हैं, उन्हें जेल जाने का मौक़ा दे. जेल डेबिट कार्ड से पुलिस को फर्जी सबूतों के आधार पर, तरह-तरह की धाराएं लगाकर जांच के लिए न्यायिक या पुलिस हिरासत मांगने के काम से मुक्ति मिलेगी.

जो भी सरकार से सवाल करेगा, पत्रकारिता करेगा, विपक्ष की राजनीति करेगा, उसके पास जेल डेबिट कार्ड का होना अनिवार्य कर दिया जाए. ताकि ट्विटर पर जब भी अभियान चले कि इसे गिरफ्तार करो, जेल भेजो तब उस व्यक्ति के जेल डेबिट कार्ड से पुलिस उतनी सजा की अवधि डेबिट कर ले यानी निकाल ले.

जब कई सारे कानून इस तरह से बनाए जा रहे हैं कि उनका दुरुपयोग भी हो सके और किसी को फंसाकर जेल में डाला जा सके तब एक क़ानून यही बन जाए कि कोई इस भय से मुक्ति पाने के लिए ख़ुद ही जेल जा सकता है.

इस तरह से जेल एक सफल बिजनेस मॉडल हो सकता है. स्टार्ट अप खुल सकता है. बड़ी संख्या में लोग जेल जाने लगेंगे. अख़बारों में लंबे-लंबे लेख लिखकर सरकार को चिढ़ाने से अच्छा है कि ख़ुद जेल चले जाएं. सरकार के समर्थकों का ईगो भी संतुष्ट हो जाएगा कि फलां जेल जा चुका है.

मेरी राय में पत्रकारिता करने वाले दो-चार सौ भी नहीं होंगे, इन सभी को कोर्ट को पत्र लिखना चाहिए कि हमें जेल डेबिट कार्ड दिया जाए और अपराध से पहले ही जेल में रहने की इजाज़त दी जाए. जो भी जेल जाना चाहे, उसे जेल में डाल दिया जाए. इससे सरकार के दिमाग से यह भार उतर जाएगा कि किसे जेल भेजना है और कब जेल भेजना है.

जेल डेबिट कार्ड हर सजग नागरिक का अधिकार होना चाहिए. जो भी आवाज उठाता है, उसके लिए यह कार्ड अनिवार्य होना चाहिए. नागरिकों में जेल को लोकप्रिय बनाना है, तो हमें जेल डेबिट कार्ड अपनाना होगा. इससे जेल का भय दूर होगा और दुनिया में भारत की छवि ख़राब नहीं होगी कि वहां सरकार से सवाल करने पर जेल भेज दिया जाता है.

जेल डेबिट कार्ड से भारत की अच्छी छवि बनेगी कि लोग ख़ुद से जेल जा रहे हैं. गांधी ने गुलाम भारत के लोगों से जेल का भय ख़ुद जेल जाकर निकाला. अब आज़ाद भारत में कोई ख़ुद से जेल नहीं जा रहा है तो उसके इंतज़ार में कितना आशंकित रहा जाए कि उसकी बारी कब आएगी.

बेहतर है, सारे लोग मिलकर जेल चलें. गली-गली से जेल जत्था निकले. लोग जेल जाएं. नौजवान स्कूल-कॉलेज छोड़कर जेल जाएं. दफ्तर से निकले लोग रास्ते बदलकर जेल चले जाएं. जिस किसी के पास यह कार्ड होगा, उसके भीतर से जेल का भय समाप्त हो जाएगा.
