Hearing the kind of ‘crackdown’ by the police in plain uniform in the north lanes of Atala and Akbarpur on the south side, the day after this incident, we seem to be hearing the story of Kashmir or Bastar. She entered people’s houses through all possible or impossible routes and took away all the young people she found.

It is claimed that in order to fulfill this ‘target’, the police arrested the people sleeping inside by knocking down the shutters of the shops which were terrorized by the June 10 incident, while walking on the road, sleeping outside the house, suffering from the heat. Most of the people arrested are from very poor families.

As soon as one enters the north lanes of the Atala, the smell of old meat and fat starts coming because the main business of the people living in these streets was meat. But after Adityanath’s government banned small slaughterhouses, all of them became unemployed and these streets plunged into even more poverty.

Now every member of the house adds something to the expenses of the house by earning as soon as he is able to earn, then the house drags for a whole month. In the ‘crackdown’ of June 11, the earners of these households were thrown out and put in jail, those who survived, those youths were sent to earn with relatives in other cities or outside for fear of arrest.

The boys who had already gone out were told there was no need to return. Due to this, the streets of Atala have become empty of youth. Not only the streets, the teacher of Majidia Islamia College, located on the south corner of the Atale intersection, claims that in July this year, new admissions are not taking place in the college, because there are no boys.

Mohammad Altmash is 19 years old. They are not named in any FIR. His father’s tea shop is in Akbarpur market, adjacent to Atala. On June 11, he was helping him sitting at his father’s tea shop, when at 3 o’clock in the day the police first caught his father, then left him and caught Altmash. Went.

16-year-old Kishore Vais alias Waris Khan is not named in any FIR. Sister Neelu told that she is addicted to playing PUBG. On June 11, at 2.30 pm, he was caught in front of the house, when he was going to give water to the paan person while playing PUBG on the phone. Waris Khan sits at a cosmetic shop in Chowk since the age of 10, as his father does not live with his mother. Mother has a small general store. 21-year-old sister Neelu is divorced, she has a three-year-old daughter and she also lives with her mother. There is another younger brother, who is not engaged in any work yet. His sister Neelu is defending the case of the heir.

Two brothers from the same house – Hamza and Huzaifa – were caught by the plaintiffs from home on 11 June around 4 o’clock. Both of them are also not named in any FIR. Hamza’s age is 23 years and Huzaifa’s age is 17 years. Hamza works at a stall in Roshanbagh. Huzaifa does sewing work.

Father Gulshan told that Huzaifa sews at night, sleeps throughout the day, he does not go anywhere. The house runs with the earnings of both of them, because the bone of the father’s leg has been lost and he is not able to work. Despite telling all this, Gulshan started having pain in his chest and he stopped talking.

Furqan, 30, is also not a named accused, he also does sewing work. He was caught at 5 in the morning when he was going to give urgent clothes to a customer from his tailoring shop. His brother Salman Nakhas, who is engaged in lobbying for his case, sells slippers in Kona.

Faiz Khan, who lives in Akbarpur, was arrested on June 10 at around 4 pm. They are named in both FIR No. 118/22 and 176/22. His wife Khurshida told that he had gone out to get his medicine. When Khurshida called late, the policeman picked up the phone and said that Faiz had an accident and was admitted to the hospital.

Faiz used to work as an electrician. There is no one in Faiz’s house except his wife. The wife is staying at her sister’s house, even after a month and a half of jail, the two have not met, because Faiz has been sent to the Noida jail. According to Khurshida, he does not have enough money to go so far to meet Faiz.

Shahnawaz, the owner of a furniture shop near the Atala intersection, was going to drop his scared artisan at his house on a motorcycle at 6 pm, both of them were arrested in front of the Qadir Sweet House on Shaukat Ali Marg. Artisan Parvez was sent to Fatehgarh Jail. Both of them are named in FIR No. 118/22.
On June 11, 3 laborers working in Kallu Kebab Paratha shop were picked up by the police, who were sleeping with the shutter down.

It was told that in a house on Kaka Khet Wali Gali, north of Atala, policemen entered the house in plain uniform and pulled up Mohammad Arif, who was sleeping, by the hair, caught Inayat Ali and Ghulam Ghaus by the door. Mohammad Arif also does tailoring work and is a named accused. He was sent to Jhansi jail. The 85-year-old mother of Ghulam Gaus, with her fully bowed waist, has given up eating and drinking in the sorrow of her son.

In this street of Kaka Khet, 17-year-old Mohammad Azeem was caught standing outside the house located near the mosque. Azeem used to work in a bakery and is the only earner in the house. There is no father in the house, there is a married sister, who is living in the maternal house these days to plead the case.

In the same street, 22-year-old Faisal was returning from the mosque on the 11th after offering afternoon prayers, when he was picked up and put in a ready-made parked vehicle. Faisal is named in case number 118/22. He sits at the mobile shop in Laxman Market.

Due to paralysis, Faisal’s father is unable to walk on his own. After Faisal went to jail, his mother has become a member of a social monitoring group to keep earning. The mother is also advocating the case.
what is the future of these youths
Out of more than a hundred arrests, this is a statement of the economic condition of a few people. Countless such statements are locked in this entire area, which are yet to be recorded. By recording these, the truth of the police story can also be reached.

इतना ही नहीं अटाले की गलियों से नौजवान गायब हो गए हैं, इन गलियों में बसे घरों की गरीबी कुछ और बढ़ गई है, बुज़ुर्गों और मांओं की लाचारी और बढ़ गई है. अगर हम कहें कि इन सबकी वजह भाजपा प्रवक्ता नूपुर शर्मा है, तो यह गलत नहीं होगा. नूपुर शर्मा के 27 मई को पैगंबर मोहम्मद के बारे में आपत्तिजनक बयान और उसके खिलाफ कोई कार्रवाई न होने के कारण इलाहाबाद में भी 10 जून को जुमे की नमाज़ की प्रदर्शन हुआ, फिर पुलिस का कहर बरपा और फिर पूरे इलाके की तस्वीर ही बदल गई. (10 जून को क्या और कैसे हुआ इस संबंध में मानवाधिकार संगठन पीयूसीएल ने 26 जुलाई को एक जांच रिपोर्ट जारी की है.)

इस घटना के अगले दिन पुलिस ने सादी वर्दी में अटाला के उत्तर की गलियों और दक्षिण की ओर स्थित अकबरपुर में जिस तरह का ‘क्रैक डाउन’ किया, उसे सुनते हुए लगता है कि हम कश्मीर या बस्तर की कहानी सुन रहे हों. पुलिस की स्पेशल टीम ने सुबह 5 बजे गरीबी की मार खाई इन पतली गलियों में हमला किया. वे लोगों के घर के सभी संभव-असंभव रास्तों से अंदर घुसे और जितने भी नौजवान उन्हें मिले, उन्हें पकड़कर ले गई.
यह सब इसलिए क्योंकि 11 तारीख की ही भोर में 3 बजकर 11 मिनट पर 70 ज्ञात और 5,000 अज्ञात लोगों के खिलाफ एफआईआर लिखी गई थी. अब उन्हें कम से कम 500 लोगों की गिरफ्तारी तो करनी ही थी. दावा है कि इसी ‘टारगेट’ को पूरा करने के लिए पुलिस राह चलते, गर्मी से बेहाल होकर घर के बाहर सोते, नित्यक्रिया पर जाते, 10 जून की घटना से आतंकित दुकानों की शटर गिराकर अंदर सोते लोगों को गिरफ्तार कर ले गई. पकड़े गए अधिकांश लोग बेहद गरीब घर के हैं.

अटाले की उत्तर की गलियों में घुसते ही पुराने मांस और चर्बी की बदबू आने लगती है क्योंकि इन गलियों में बसे लोगों का मुख्य कारोबार मांस का ही था. लेकिन आदित्यनाथ की सरकार द्वारा छोटे बूचड़खानों पर रोक लगाने के बाद ये सभी बेरोजगार हो गए और ये गलियां और भी गरीबी में डूब गईं.

अब घर का हर सदस्य कमाने लायक होते ही कमाकर घर खर्च में कुछ जोड़ता है, तब घर महीना भर घिसटता है. कमाने लायक होने की उम्र भी यहां 18 से नहीं 10-12 साल से ही शुरू हो जाती है. 11 जून के ‘क्रैक डाउन’ में इन घरों के कमाने वालों को निकालकर जेल में डाल दिया गया, जो बच भी गए, उन नौजवानों को गिरफ्तारी के डर से दूसरे शहरों में रिश्तेदारों के यहां या बाहर कमाने के लिए भेज दिया गया.

पहले से बाहर गए लड़कों को कह दिया गया वापस लौटने की कोई ज़रूरत नहीं. इस कारण अटाले की गलियां नौजवानों से खाली हो गई हैं. गलियां ही नहीं, अटाले चौराहे के दक्षिण कोने पर स्थित मजीदिया इस्लामिया कॉलेज की अध्यापिका का दावा है कि इस साल जुलाई में कॉलेज में नए एडमिशन ही नहीं हो रहे, क्योंकि लड़के हैं ही नहीं.

कौन हैं ये नौजवान
इन नौजवानों के घरों में हम जैसे लोगों से बात करने वाले बुज़ुर्ग और मुकदमों की पैरवी के लिए दौड़ती महिलाएं ही शेष रह गए हैं. गिरफ्तार किए गए कुछ युवकों के घर की आर्थिक स्थिति के बारे में जानते हैं-

मोहम्मद अल्तमश की उम्र 19 साल है. किसी भी एफआईआर में ये नामजद नहीं हैं. अटाला से सटे अकबरपुर मार्केट में उनके पिता की चाय की दुकान है 11 जून को अपने पिता की चाय की दुकान पर बैठे उनकी मदद कर रहे थे, जब 3 बजे दिन में पुलिस ने पहले उसके पिता को पकड़ा, फिर उन्हें छोड़कर अल्तमश को पकड़कर ले गए.

16 साल के किशोर वैस उर्फ वारिस ख़ान किसी भी एफआईआर में नामजद नहीं हैं. बहन नीलू ने बताया कि उसे पबजी खेलने की लत है. 11 जून को दोपहर ढाई बजे घर के सामने से पकड़ लिया, जब वो फोन पर पबजी खेलते हुए पान वाले को पानी देने जा रहा था. वारिस ख़ान चौक में कॉस्मेटिक की दुकान पर 10 साल की उम्र से बैठता है, क्योंकि पिता उसकी मां के साथ नहीं रहते. मां का छोटा-सा जनरल स्टोर है. 21 साल की बहन नीलू का तलाक हो चुका है, उनकी एक तीन साल की बच्ची है और वो भी मां के ही साथ रहती हैं. एक छोटा भाई और है, जो अभी किसी काम में नहीं लगा है. वारिस के मुकदमे की पैरवी उसकी बहन नीलू ही कर रही हैं.

एक ही घर के दो भाइयों- हमजा और हुजैफा को 11 जून को चार बजे के आसपास घर से ही सादी वर्दी वालों ने पकड़ा. ये दोनों भी किसी एफआईआर में नामजद नहीं है. हमजा की उम्र 23 साल और हुजैफा की उम्र 17 साल है. हमजा रोशनबाग में एक स्टॉल पर काम करते हैं. हुजैफा सिलाई का काम करते हैं.

पिता गुलशन ने बताया कि हुजैफा रात में सिलाई करता है, दिन भर सोता है, वो कहीं निकलता ही नहीं. इन्हीं दोनों की कमाई से घर चलता है, क्योंकि पिता के पैर की हड्डी गल गई है और वे काम नहीं कर पाते हैं. यह सब बताते हुए भी गुलशन के सीने में दर्द होने लगा और उन्होंने बात करना बंद कर दिया.

30 साल के फुरकान भी नामजद अभियुक्त नहीं हैं, वे भी सिलाई का काम करते हैं. सुबह पांच बजे उन्हें तब पकड़ा गया, जब वे अपनी टेलरिंग की दुकान से किसी ग्राहक को अर्जेंट कपड़े देने जा रहे थे. उनके मुकदमे की पैरवी में लगे उनके भाई सलमान नखास कोना में चप्पल बेचते हैं.

अकबरपुर में रहने वाले फैज़ खान को 10 जून को ही 4 बजे के करीब गिरफ्तार किया गया. वे एफआईआर नंबर 118/22 और 176/22 दोनों में नामजद हैं. उनकी पत्नी खुर्शीदा ने बताया कि वे उनकी दवा लेने निकले थे. देर होने पर जब खुर्शीदा ने फोन किया, तो फोन पुलिस वाले ने उठाया और कहा कि फैज का एक्सीडेंट हो गया है और वो अस्पताल में भर्ती हैं.

फैज इलेक्ट्रिशियन का काम करते थे. फैज के घर में पत्नी के अलावा कोई नहीं है. पत्नी अपनी बहन के घर पर रह रही है, जेल जाने के डेढ़ महीने बाद तक भी दोनों की मुलाकात नहीं हो सकी है, क्योंकि फैज को नोएडा की जेल में भेज दिया गया है. खुर्शीदा के मुताबिक, उनके पास इतने पैसे नहीं हैं कि वो फैज से मिलने इतनी दूर जाएं.

अटाला चौराहे के पास मौजूद फर्नीचर की दुकान के मालिक शहनवाज शाम छह बजे अपने डरे हुए कारीगर को मोटरसाइकिल से उनके घर छोड़ने जा रहे थे, दोनों को शौकत अली मार्ग स्थित कादिर स्वीट हाउस के सामने रोक कर गिरफ्तार कर लिया गया. कारीगर परवेज़ को फतेहगढ़ जेल भेज दिया गया. ये दोनों एफआईआर संख्या 118/22 में नामजद हैं
कल्लू कबाब पराठा की दुकान में काम करने वाले 3 मजदूरों को पुलिस ने 11 जून को उठा लिया, जो शटर गिराकर सो रहे थे.

बताया गया कि अटाला के उत्तर में काका खेत वाली गली के एक घर में पुलिस वाले सादी वर्दी में घर में घुसे और कर सोए हुए मोहम्मद आरिफ को बालों से खींचकर उठाया, दरवाजे से इनायत अली और गुलाम गौस को पकड़ा. मोहम्मद आरिफ भी टेलरिंग का काम करते हैं और नामजद अभियुक्त हैं. उन्हें झांसी जेल भेज दिया गया. गुलाम गौस की पूरी तरह झुकी कमर वाली 85 साल की मां ने बेटे के ग़म में खाना-पीना छोड़ दिया है.

काका खेत वाली इसी गली में मस्जिद की के पास स्थित घर के बाहर खड़े 17 साल के मोहम्मद अज़ीम को पकड़ लिया. अज़ीम बेकरी में काम करते थे और घर में अकेले वही कमाने वाले हैं. घर में पिता नहीं हैं, एक शादीशुदा बहन है, जो मुकदमे की पैरवी के लिए इन दिनों मायके में ही रह रही है.

इसी गली में 22 साल के फैसल 11 तारीख को मस्जिद से दोपहर की नमाज़ पढ़कर वापस लौट रहे थे, जब उन्हें उठा लिया गया और पहले से तैयार खड़ी गाड़ी में बिठा लिया गया. फैसल मुकदमा संख्या 118/22 में नामजद हैं. वह लक्ष्मण मार्केट में मोबाइल शॉप पर बैठते हैं.

पैरालिसिस के कारण फैसल के पिता खुद चलने-फिरने में असमर्थ हैं. फैसल के जेल जाने के बाद उसकी मां सामाजिक मॉनिटरिंग वाले एक समूह की सदस्य बन गई हैं, ताकि आय होती रहे. मुकदमे की पैरवी भी मां ही कर रही हैं.
क्या है इन युवकों का भविष्य
सौ से ऊपर हुई गिरफ्तारियों में से ये कुछ थोड़े से लोगों की आर्थिक स्थिति का बयान है. इस तरह के अनगिनत बयान इस पूरे इलाके में बंद हैं, जिन्हें अभी दर्ज किया जाना बाकी है. इन्हें दर्ज करके पुलिस की कहानी की सच्चाई की तह तक भी पहुंचा जा सकता है.

जब ये लेख लिखा जा रहा है, छत्तीसगढ़ में बुरकापाल में माओवादी हमले में 112 आदिवासियों के जेल से रिहा होने के बाद की कहानियां सामने आ रही हैं. यूएपीए के ये सभी आरोपी 5 साल बाद मुकदमे से बरी होकर अपने गांव वापस लौटे हैं.

उस गांव में जहां उनका कुछ नहीं बचा. खेत-खलिहान-जानवर सब कुछ मुकदमा लड़ने में लुट गया. यहां तक कि कई लोग अपनी पत्नी, बच्चों, मां-बाप से भी दूर हो गए, अपने स्वास्थ्य से भी हाथ धो बैठे. पांच साल जेल में उनका जीवन ठहरा रहा और दुनिया बहुत आगे निकल गई. कोर्ट ने उन्हें बरी तो कर दिया, लेकिन पांच साल का समय नहीं लौटा सका.

बुरकापाल मुकदमे से अटाला पत्थरबाजी का मुकदमा इस मायने में एक जैसा है कि इस मामले में भी किसी भी व्यक्ति पर केंद्रित कोई आरोप नहीं है, सारे आरोप भीड़ पर हैं. भीड़ ने पत्थर फेंके और पुलिस ने बिना किसी जांच के रैंडम तरीके से किसी को भी उठा लिया, क्योंकि उसे बुरकापाल की तरह ही अपनी साख बचाने के लिए गिरफ्तारियां करनी ही थी.

अफसोस कि बुरकापाल जैसे तमाम मामले कभी पुलिस या न्यायालय के लिए सबक नहीं बनते, जिसमें खुद को निर्दोष साबित करने में गिरफ्तार व्यक्ति का ही नहीं, उससे जुड़े सभी लोगों का पूरा पारिवारिक आर्थिक ढांचा ही ढह जाता है.

न्याय का यह सिद्धांत भी है कि ‘सौ दोषी भले छूट जाएं, लेकिन एक भी निर्दोष नहीं पकड़ा जाना चाहिए’, लेकिन बुरकापाल की तरह ही अटाला पत्थरबाजी के बाद बड़े पैमाने पर की गई गिरफ्तारियों में न्याय के इस सिद्धांत को ही उलट दिया गया है.
